Chicago’s Police Superintendent, Garry McCarthy is Taking Aim at (Gun Manufacturers') Lobbyists

Chicago’s Police Superintendent, Garry McCarthy is taking aim at (gun) lobbyists who mcCarthy says prevent politicians, from implementing more gun control measures. (Because they, the vicious gun lobbyists, have apparently discovered that the smell of freshly minted $20s and $50s alter the living brain cells of humans - well especially Human Politicos; wave stacks of $20s in front of the otherwise up-standing politician and that politician; he or she will become giddy,  confused, dizzy, completely malleable in terms of their values. Kind of like waving oxymoron, excuse me, Oxycodon in front of Rush Limbaugh, an otherwise caring, loving and insightful “talking head” who with the help of Rupert Murdoch seek only the essence of truth and fairness in everything they air).

(This unseen life altering presence is a kin to a disease for most politicians. Rumors are leaning toward another re-wright of the  Americans with Disabilities Act. ADAAA 2011)

“If there was a special interest influencing police work, I believe that would be called corruption,” McCarthy said. “So, if it has to do with donating money, versus a popular vote, I think we have a bigger problem in this country and someone has to wake up to that.”
Gun rights advocates seized on the comments, saying that McCarthy was blaming the city’s gun violence on donors and lobbyists who advocate for the Second Amendment.

“Garry McCarthy’s understanding of our Constitution barely qualifies him as a meter maid, never mind the chief of the nation’s third largest police department,” Illinois State Rifle Association Executive Director Richard Pearson said.

Despite having some of the toughest gun laws in the nation, Chicago saw more than 500 homicides last year for the first time since 2008, and some 43 murders took place in January. That has prompted several pro-gun rights groups to say it proves new gun control measures aren’t the answer.

McCarthy told FoxNews.com Owned and controlled by aforementioned Murdoch, he never advocated “getting rid of the Second Amendment.”  He said he was making the point that there is popular support for new gun control laws and that lobbyists are stopping elected officials from reflecting the will of the people.

“How is it [special interests] are controlling politicians?” he said. “How are they controlling elected officials? It’s not by popular vote.”

McCarthy in the past has blamed “government-sponsored racism” and Sarah Palin for Chicago’s gun violence. He has been outspoken in his opposition to handgun proliferation, telling a radio panel last month he equates fewer guns with improved public safety.

“When people say concealed carry, I say Trayvon Martin,” McCarthy said, referring to the Florida teen who was shot and killed last February by a neighborhood watch volunteer, sparking controversy across the country. “I say Trayvon Martin because the answer to guns is not more guns, and just simply putting guns in people’s hands is going to lead to more tragedy.”

McCarthy backs banning assault weapons and high-capacity magazines, requiring background checks for anyone who buys a gun, mandatory reporting of the sale, transfer, loss or theft of a gun and mandatory minimum prison sentences for people convicted of illegally possessing a gun.

The important question is whether Mitt Romney's character has changed since his high school bullying days. Obviously, he has learned to restrain from vocalizing about or physical aggression in public (If they ever existed). But if so, does he still have the urge to force others to think like him? To make them suffer for being different? Is he telling the truth when he says he does not remember the incident(s), to which other participants have confessed? (See second story below.)

Does it matter if Mitt Romney misbehaved in high school? That question arises due to a report in Thursday’s Washington Post that when he was a senior at suburban Detroit’s Cranbrook school, the presumptive GOP presidential nominee led a “posse” that held down and forcibly cut the long blond hair of a nonconformist junior.

In this video, Romney apologizes for any pranks he may have pulled in high school that hurt or offended his fellows. However, 
according to fellow student Matthew Friedemann, quoted in the Post, “He can’t look like that. That’s wrong. Just look at him!” an incensed Mitt proclaimed at the time of one of his alleged victims.

Mr. Romney himself said Thursday that he cannot remember the incident. The longhaired student in question, John Lauber, is now deceased. But Romney gave some legs to the story by apologizing repeatedly for any pranks he may have pulled in high school that hurt or offended his fellows.

“As to pranks that were played back then, I don’t remember them all. But again, high school days – if I did stupid things, I’m afraid I've got to say sorry for it,” said Romney in an interview on Fox News Radio. Why would he be "afraid" to do so? Wouldn't a leader - the caliber of a US President - step forward to except responsibility? Complete responsibility?

Romney’s opponents say they are torn by the relevance of an alleged incident that would have occurred some 50 years ago. But they forge ahead nonetheless, saying that if true, the forcible haircut could provide some insight into the character of a man who wants to sit in the Oval Office.

“Romney was 18 – old enough to vote, old enough to serve in the military, and old enough to know not to attack a vulnerable teenager unprovoked... "

Mitt Romney has been forced to apologize for forcibly shaving the head of a high school classmate who was regularly taunted for being gay.

The Republican presidential candidate grabbed tearful John Lauber and hacked away with a pair of scissors because he thought his bleached blond hair was "wrong".

Mr Romney also supposedly mocked another student who was a closeted gay by shouting "Atta girl!" when he tried to speak in class.

The damaging claims come a day after Barack Obama said he was in favour of gay marriage.

Mr Romney has made it clear he opposes it but issued an apology for fear of being seen as homophobic.

He said: "Back in high school, you know, I did some dumb things. If anyone was hurt by that or offended by that, obviously I apologize."

"But after all, high school years were a long time ago".

Interviews with Mr Romney’s former classmates at the $54,000 a year Cranbrook School in Bloomfield Hills, Michigan, reveal he was fond of jokes that were mostly good natured by sometimes had a hard edge.

After the shaving incident Mr Lauber ‘seemed to disappear’ from life in school and was later expelled for smoking and died in 2004 of liver cancer.

Decades after it happened 
Romney ran into one of his friends who helped hold Lauber down and told him: 'It was horrible.'

"It’s something I have thought about a lot since then'" said Romney.

The incident supposedly happened in the Summer term in 1965 when Mr Lauber, who was a year younger than Mr Romney, came back from Spring Break with his hair dyed blond and styled so it was draped over one eye.

According to the Washington Post Mitt Romney would not let it go and told his friend Matthew Friedemann: "He can’t look like that. That’s wrong. Just look at him!"

A few days later Mitt Romney assembled a four man posse which found Lauber, tackled him to the floor, held him down while the future governor of Massachusetts clipped away.

When it was completed the crowd cheered Romney as he walked out of the room.

The incident was recalled by five former Cranbrook pupils including Thomas Buford, a retired prosecutor, who helped hold Mr Lauber down.

"It happened very quickly, and to this day it troubles me. What a senseless, stupid, idiotic thing to do."

Phillip Maxwell, who is now a lawyer, added: "It was a hack job. It was vicious."

Mr Friedemann, who is now a dentist, also felt bad for not stopping it happening and admitted Lauber was "easy pickins" meaning he was unlikely to put up much of a fight.

Mr Romney’s time at Cranbrook is credited with shaping Romney into the hard-working, driven man he is today. It was also the time in his life when sports and socializing governed his life more than at any other time. Friends recalled how he and his friends would be up all night f....ing around, the sound of his laughter filling the corridors at 2am.

In English class Romney showed a less easy going side - Mitt Romney had a ritual of interrupting fellow pupil Gary Hummel, a closet gay, by shouting "Atta girl!"

According to the Washington Post he also behaved in very unfriendly manner towards scholarship student Lou Vierling when Romney found Vierling came from a poor area of Detroit.

Mr Romney’s wife Ann has claimed that contrary to his public image as a "tin man", as one friend has claimed, he is actually a "wild and crazy man."

And details about his pranks have come to light before, notably in the biography, ‘The Real Romney’, by Boston Globe investigative reporters Michael Kranish and Scott Helman

The problem with the latest revelations however is that they suggest a cruelty which voters might find hard to stomach.

Romney’s most famous such incident is also his most controversial - when he strapped his dog to the top of his car during a 12-hour drive from Massachusetts to Canada in 1983...

Half of Texas' Students Suspended, Study Finds

Using discipline records of nearly 1 million Texas middle and high school students that cover much of the last decade, researchers found that more than half of them were suspended or expelled at least once between 7th and 12th grades, that the punishments were applied unevenly among students of different races, abilities, and schools, and that students disciplined with these methods were more likely to repeat a grade or drop out of school than students who were not punished in the same way.
The study, unveiled Tuesday by the Council of State Governments Justice Center in Bethesda, Md., and the Public Policy Research Institute at Texas A&M University, involved the discipline and criminal records of all Texas students who were 7th graders in 2000, 2001, and 2002, and tracked all of them through one year past the date when they would have graduated with their original class.


A newly released report casts doubt on whether increased suspensions and expulsions are getting the right results in Texas public schools.
Although the study involved just one state, the authors argue that it has implications for the rest of the country because Texas has the second-largest public school system in the country and one where almost two-thirds of students are nonwhite.
The goal of the study was to prompt policymakers everywhere to look closely at school discipline.

“We hope other states will follow Texas’ lead and put their systems under similar scrutiny,” said Michael D. Thompson, director of the nonpartisan, nonprofit Justice Center. He raised a key question he said state education leaders should ask themselves: “Is our state’s school discipline system getting the desired results?”
The study found that the average number of days on which students missed at least some class time due to a disciplinary incident was two days for out-of-school suspension, 27 days for a placement at an alternative school, and 73 days if they were placed in a juvenile justice program.
While the numbers gleaned from analyzing student discipline in Texas may be shocking, the state’s rate of expulsions and out-of-school suspensions, at 6.9 percent, is lower than that of some other states, including California, at about 13 percent, and Florida, at about 9 percent.

Repeat Offenders
One statistic uncovered by the analysis of Texas discipline and juvenile justice records was that 15 percent of students were punished by suspension or expulsion 11 or more times. Those repeat actions make the effectiveness of those types of punishments questionable, Mr. Thompson said.
“Seeing how common it is for students to be suspended or expelled ... we probably can do better,” Mr. Thompson said. Also, the study raises concerns about how nearly half the students disciplined 11 or more times also were in contact with the Texas juvenile justice system, raising the specter of the so-called “school-to-prison” pipeline.
In addition, at schools within Texas with similar demographics, the use of the punishments varied widely, “indicating, I think, that it’s possible by relying less on suspensions and expulsions to reduce juvenile justice involvement and improve academic performance,” he said.
The Texas Education Agency, which helped the researchers match students’ school discipline and juvenile justice records, said the report highlighted some important weaknesses in Texas schools.
“It can be painful to look at numbers that aren’t flattering,” said Suzanne Marchman, a spokeswoman for the agency. But whether the report triggers individual schools to look at their discipline systems or drive policy at the legislative level is an open question. “No one wants a drop out,” Ms. Marchman said. “It brings up that dialogue: How can we address this issue at hand?”

In particular, if students’ punishment entails being sent to an alternative setting or juvenile justice setting, school districts need to be sure the teaching at those schools is high quality, she said.
“School districts need to take a closer look at the level of instruction that’s taking place at these alternative settings when [students are] punished so when [students] are released back to districts they’re not behind academically and they’re not frustrated,” she said, triggering a cycle of misbehavior that sends a student back to one of those alternate settings.
However, the agency also wanted to offer one cautionary note about interpreting the study.
“It gives the impression that 60 percent of the students in Texas are criminals or badly behaved,” Ms. Marchman said. But because of discrepancies in how punishment is administered between schools and districts, some students might be suspended for an infraction such as wearing flip flops or tank tops on the first offense while another school might give students several chances first.

In recent years, Texas has taken steps to address the way students are disciplined, and the report’s authors said lawmakers and Gov. Rick Perry were supportive of their work. The Texas Legislative Budget Board recently examined six school districts’ disciplinary practices, and the Texas legislature has changed some state laws pertaining to punishing students. For example, “persistent misbehavior” is no longer a reason for expulsion; school districts are now required to consider mitigating factors such as self-defense and a student’s disability before making a disciplinary decision; and the state education department had to create minimum standards for the disciplinary alternative education programs students are required to attend.
At the same time, other behavior violations have been added to the list of things for which school districts must or can punish students, including sexting and bullying.

Also recently, the state has begun offering training to districts interested in learning about positive discipline methods, and a pilot program this year is using statewide data to document student achievement and measure the effectiveness of specific professional development programs and activities.
Discipline Disparities Some groups of students were more vulnerable to suspension or expulsion than others, the study found. For example, 75 percent of African-American students were expelled or suspended, compared to 50 percent of white students. Also, 75 percent of students with disabilities were suspended or expelled, compared with 55 percent of students without a disability. Students classified as having an emotional disturbance were more likely to be suspended or expelled, while students with autism or mental retardation were less likely than students without disabilities to be punished the same way.

The report didn’t make specific policy recommendations, but noted the gradual toughening of school discipline policies nationwide, triggered in part by a spate of school shootings in the 1990s. The 1994 Gun-Free Schools Act requires schools that accept federal money to expel students for one year if they bring a weapon to school. A few years later, many school districts started adopting zero-tolerance discipline policies toward drugs, alcohol, and violent behavior. Some 79 percent of schools had these policies in place by 1997. While expulsion for some students means attending an alternative school, as it does in Texas, in some states, students are simply out of school altogether as they serve their punishment term.

An American Psychological Association study in 2006 found that zero-tolerance policies may negatively affect academic outcomes and increase the chances of a student dropping out. While Mr. Thompson said the Texas study isn’t strictly focused on the zero-tolerance discipline, that practice is part of a larger discussion about student discipline policy. “We look forward to launching a national project to identify policy strategies ... to get better outcomes for these kids,” he said.

Just When You Thought it was Safe to Go Back to Moreno Valley...

 Moreno Valley:   Moreno Valley Mayor Richard Stewart tells a citizen to quit calling police over violations of Moreno Valley‘s laws and ordinances. The City of Moreno Valley has developed laws which deal with noise abatement, as well as other public nuisances; these laws are enforced by the Moreno Valley Police Department as well as Code Compliance Officers. However Mayor Richard Stewart surmises that calls which total two in all, are borderline unlawful acts, and may deem you to be a chronic complainer.

Where will we be as a society if we begin to ignore the law, or refuse to act upon it? Isn’t Moreno Valley already fighting a stigma as a lawless crime ridden city?

Now our own Mayor comes out and speaks like a gang thug with the concept of “Stop Snitching,” how will that sit with those who view our city as crime pit from hell?

Here are his words exactly: "Your continued complaints are without merit for the most part. Phoning the police numerous times may be borderline unlawful and may brand you as a chronic unfounded complainer."

"Without merit for the most part..." what is that supposed to mean? (besides they are not totally without merit).

Mayor Stewart doesn't stop there, he goes on to say if a law passed by the City is found to prevent the City for making a profit regardless of the nature and reasoning behind the law, he will simply change it (kind of like when he said the same thing to Council Jesse Molina as was once shown on this site).

The Art of SETTING LIMITS, Its not as easy as it looks.

Art of Setting Limits Setting limits is one of the most powerful tools that professionals have to promote positive behavior change for their clients, students, residents, patients, etc. Knowing there are limits on their behavior helps the individuals in your charge to feel safe. It also helps them learn to make appropriate choices.


There are many ways to go about setting limits, but staff members who use these techniques must keep three things in mind:
Setting a limit is not the same as issuing an ultimatum.
Limits aren’t threats—If you don’t attend group, your weekend privileges will be suspended.

Limits offer choices with consequences—If you attend group and follow the other steps in your plan, you’ll be able to attend all of the special activities this weekend. If you don’t attend group, then you’ll have to stay behind. It’s your decision.
The purpose of limits is to teach, not to punish.
Through limits, people begin to understand that their actions, positive or negative, result in predictable consequences. By giving such choices and consequences, staff members provide a structure for good decision making.
Setting limits is more about listening than talking.
Taking the time to really listen to those in your charge will help you better understand their thoughts and feelings. By listening, you will learn more about what’s important to them, and that will help you set more meaningful limits.

Wanted: Domestic worker. Must be willing to cook, clean, work with garbage, and do all other chores as assigned. No contract available, payment based on employer's mood or current financial situation. No days off. Violence, rape, and sexual harassment may be part of the job.

Would you take that job? No way. But for thousands of child domestic workers in Indonesia, this ad doesn't just describe their job, it describes their life.

A recent CARE International survey of over 200 child domestic workers in Indonesia found that 90% of them didn't have a contract with their employer, and thus no way to legally guarantee them a fair wage (or any wage at all) for their work. 65% of them had never had a day off in their whole employment, and 12% had experienced violence. Child domestic workers remain one of the most vulnerable populations to human trafficking and exploitation. And while work and life may look a little grim for the kids who answered CARE's survey, it's likely that the most abused and exploited domestic workers didn't even have the opportunity to take the survey.

In part, child domestic workers have it so much harder than adults because the people who hire children are more likely looking for someone easy to exploit. Think about it -- if you wanted to hire a domestic worker, wouldn't you choose an adult with a stronger body and more life experience to lift and haul and cook than a kid? If you could get them both for the same price, of course you would. But what if the kid was cheaper, free even, because you knew she wouldn't try and leave if you stopped paying her. Or even if you threatened her with death.



Congress Aims to Improve Laws for Runaway, Prostituted Kids

The prospects for healthcare reform may be chillier than DC weather, but Democrats in the House and Senate are turning their attention to another warmer but still significant national issue: the increasing number of runaway and throwaway youth who are being forced into prostitution. In response to the growing concerns that desperate, runaway teens will be forced into prostitution in a sluggish economy, Congress is pushing several bills to improve how runaway kids are tracked by the police, fund crucial social services, and prevent teens from being caught in sex trafficking. Here's the gist of what the new legislation is trying to accomplish:

Shelter: Lack of shelter is one of the biggest vulnerabilities of runaway and homeless youth. Pimps will often use an offer of shelter as an entree to a relationship with a child or a straight up trade for sex. In the past couple years, at least 10 states have made legislative efforts to increase the number of shelters, extend shelter options, and change state reporting requirements so that youth shelters have enough time to win trust and provide services before they need to report the runaways to the police. Much of the new federal legislation would make similar increases in the availability and flexibility of shelter options.

Police Reporting: Right now, police are supposed to enter all missing persons into the National Crime Information Center (NCIC) database within two hours of receiving the case. In reality, that reporting doesn't always get done, making it almost impossible for law enforcement to search for missing kids across districts. This hole is a big problem in finding child prostitution victims and their pimps, since pimps will often transport girls from state to state. The new bill would strengthen reporting requirements, as well as facilitate communication between the National Center for Missing and Exploited Children and the National Runaway Switchboard
